The U.S. Army Corps of Engineers needed a way to effectively engage and capture public scoping comments from stakeholders in the Apalachicola, Chattahoochee and Flint river basins prior to drafting updated a master water control manual and individual water plans.
Group Solutions was engaged to provide process design, project management and logistical coordination, site selection for a 5 public meetings, setup of materials, facilitation for public meetings, maintenance of administrative record and a project web portal.
High volumes of letters and emails were expected. Additionally, many stakeholders wanted to send input without attending public meetings. The process required a way to effectively capture and categorize stakeholder letters, emails, website comments, and feedback from public meetings received on comment cards, via PC and court reporter.
A proprietary database was delivered that enabled central tracking, segmentation and classification of comments and subject matter expert responses to them. Over 2,200 comments were received and categorized in this process enabling smooth production of the Environmental Impact Statement.
