The National Fish Habitat Action Plan carries out a cooperative nationwide program to protect, restore and enhance the habitats of the Nation’s marine and freshwater fish populations. Membership is a voluntary association of public and private entities and Tribal Governments.

Because a large percentage of freshwater fishing in the U.S. takes place on reservoirs and impoundments, a core team of State Fishery Chiefs, conservation groups and fishing tackle suppliers believed a Reservoir Partnership was necessary and appropriate element of the National Plan.

Group Solutions was engaged to provide facilitation and technology for a series of “Continental Congress” meetings of stakeholders to measure interest and feasibility in a Reservoir Partnership, develop a governance structure and frame the science and data requirements of making a formal Reservoir Partnership Proposal.

The proposal gained widespread support from resource managers nationwide and was recognized by the National Board with formal plan status.
