The Public Comment Processing System (PCPS) is a proprietary database that enables central management of public scoping comments from multiple sources, subject matter expert review and response and maintenance of an administrative record.
It has enabled teams to complete documentation of Environmental Impact Statement comments significantly shorten process time, in one case reducing a 2 year process to under six months.
All scoping comments from the project website, emails, public workshops, written comments, court reporter transcripts are routed to a central database. Scanned letters and Agency comments are added to the database.
Subject matter experts review and classify all comments, and are able to group related comments and comment segments. Related comments are directed to specific subject matter experts for response and tracking. This enables development of consistent answers to related questions instead of doing it over and over again and leads to identification and sharing of breakthrough thinking.
